Phoenix, Arizona — A birthday celebration turned into heartbreak for one Arizona family after a 22-year-old man was allegedly shot and killed during a confrontation with a stranger at a Phoenix gas station. Police say the fatal encounter happened only hours after the victim celebrated his birthday with loved ones, leaving his family searching for answers and justice.
Police Say Stranger Confronted Victim Before Deadly Shooting
According to the Phoenix Police Department, officers responded to a gas station near 16th Street and Thomas Road shortly before 2:30 a.m. on July 18 after receiving reports of a shooting.
When officers arrived, they found Julio Angel Osife Diaz, 22, suffering from a gunshot wound. Emergency responders transported him to a nearby hospital, where he later died from his injuries.
Police said 21-year-old Jaheime Rashard Brown remained at the scene and was taken into custody.
Investigators allege Brown approached Osife Diaz and confronted him, leading to an argument that escalated into gunfire. Authorities have not released details about what sparked the dispute but said the two men did not know each other before the incident.
Brown has since been charged with second-degree murder. The case remains pending as the investigation continues.

Mother Remembers a Loving Son
Osife Diaz’s mother, Bianca Vilasto, described her son as a caring young man who loved spending time with family. She said he enjoyed playing basketball, valued his loved ones, and was focused on building his future.
“He loved to play basketball. He was very family-oriented. He’s very traditional.”
Vilasto said her son “would never cause harm onto anybody” and believed he was just beginning his adult life when it was cut short.
Family Calls for Justice
As the criminal case moves forward, the victim’s family says they hope those responsible are held fully accountable.
Vilasto said the pain of losing her son will remain with the family forever, describing it as a life sentence of grief. She expressed hope that the legal process would deliver justice for Julio’s death.
During her interview, she became emotional while thinking about the everyday moments she will never experience again.
“I’m never going to be able to walk and hear my son come out of his room and say, ‘Good morning, mom.'”
Her words captured the profound loss left behind after what police say began as a brief encounter between two strangers.
