Philadelphia, Pennsylvania — Philadelphia residents looking for answers about the safety of their tap water may find reassurance in the city’s latest drinking water report, but experts say it’s important to understand what those results actually mean.

While the Philadelphia Water Department’s 2025 Consumer Confidence Report states that regulated contaminants comply with federal standards, scientists note that meeting legal requirements doesn’t necessarily eliminate every potential health concern.

Understanding what’s in your drinking water—and knowing how to reduce exposure to certain contaminants—can help households make informed decisions.

Philadelphia’s Drinking Water Meets Federal Standards

Every public water system in the United States is required to publish an annual Consumer Confidence Report, outlining the quality of local drinking water.

According to Philadelphia’s 2025 report, the city’s water meets federal safety standards for approximately 100 regulated contaminants.

However, experts point out that thousands of other chemicals currently used in commerce are not regulated under federal drinking water rules. The U.S. Environmental Protection Agency (EPA) typically establishes new regulations only after research shows a contaminant poses a measurable public health risk and that regulation would meaningfully reduce that risk.

As a result, some substances may be present in drinking water even though no enforceable federal limits currently exist.

PFAS Levels Continue to Receive Attention

One of the biggest concerns involves PFAS, commonly called “forever chemicals,” because they break down very slowly in the environment and can accumulate in the human body.

The Philadelphia report found the highest measured levels of:

  • PFOA: 6.1 parts per trillion (ppt)
  • PFOS: 4.6 parts per trillion (ppt)

Both exceed the EPA’s newer federal limit of 4 ppt, although utilities are not currently required to meet that standard until future compliance deadlines. The reported levels also remain below Pennsylvania’s existing state limits.

City officials are expanding treatment methods using powdered activated carbon, a technology designed to reduce PFAS concentrations throughout the water system.

Lead Remains a Concern in Older Homes

For many residents, lead exposure depends more on household plumbing than on the city’s treatment facilities.

Lead typically enters drinking water through older service lines, lead solder, or aging plumbing fixtures, particularly in homes built before federal restrictions on lead materials.

Recent testing found that 90% of sampled homes with lead service lines had lead levels at or below 2 parts per billion, well below the EPA’s 15 parts per billion action level. However, some individual homes recorded higher lead readings, demonstrating that risk can vary from property to property.

Health experts emphasize that no safe level of lead exposure has been established for children, making older plumbing an ongoing concern for some households.

Other Contaminants Can Also Affect Water Quality

Philadelphia disinfects its drinking water to eliminate harmful bacteria and viruses, but that process also creates disinfection byproducts, including trihalomethanes and haloacetic acids.

The city’s annual averages remained below federal limits, although some individual samples exceeded recommended thresholds. Water that remains in household plumbing or distribution pipes for extended periods may contain higher concentrations of these byproducts.

Residents on low-sodium diets should also be aware that tap water contains varying sodium levels depending on which treatment plant supplies their neighborhood. While the amounts are relatively small for most people, those managing high blood pressure, heart disease, or kidney disease may wish to discuss sodium intake with their healthcare provider.

How Residents Can Reduce Household Exposure

Experts say several simple steps can help reduce exposure to common drinking water contaminants.

A carbon filter certified to NSF/ANSI Standard 53 can help reduce lead, PFOA, PFOS, and certain disinfection byproducts. These filters are commonly available for pitchers, faucets, and refrigerators.

For homes with lead service lines or older plumbing, the Philadelphia Water Department recommends running cold water for three to five minutes before drinking or cooking if the tap has not been used for more than six hours. This helps flush out water that has remained inside household pipes.

The city also offers free lead testing for residents who want to evaluate their home’s drinking water. Households concerned about sodium can consider reverse osmosis systems or ion-exchange filters, which are more effective at reducing sodium than standard carbon filters.
