Philadelphia, Pennsylvania — Two Pennsylvania parents are facing multiple criminal charges after federal agents and local authorities discovered two young children living in what investigators described as deplorable conditions inside a Northeast Philadelphia home during the execution of an unrelated search warrant.
According to reports, Thomas Bach, 43, and Megan Bach, 44, were arrested after investigators found their 5-year-old child and 8-month-old infant inside a residence that allegedly lacked running water and was filled with trash, animal waste and insects.
The disturbing discovery was made Tuesday when FBI agents executed a search warrant connected to an investigation into alleged threats made against the White House, according to reports citing law enforcement sources.
FBI Search Uncovers Unsanitary Living Conditions
Authorities said agents spoke with Megan Bach before entering the residence, where they quickly determined the home was unsafe because of its condition.
Investigators reportedly found feces, fleas, piles of garbage, and no running water, creating what officials described as hazardous living conditions.
Hazmat crews were called to the property after agents noticed what was described as a strong odor coming from inside the home.
Emergency personnel wearing protective gear later entered the residence as investigators continued processing the scene.
Officials also removed multiple firearms, boxes of evidence, and bags of garbage from the property as part of the investigation.
Children Taken to Hospital After Rescue
Authorities said the two children were immediately removed from the home and transported to a local hospital for evaluation.
According to reports, both children were found with bug bites and bruises, prompting additional concern about their welfare.
Officials have not released details about the children’s medical conditions, but they have since been placed in the care of the Department of Human Services while the investigation continues.
The case remains under review by both local and federal authorities.
Dozens of Animals Removed From Property
In addition to rescuing the children, investigators also discovered a large number of animals inside the residence.
The Pennsylvania SPCA removed 38 cats and one dog from the property, with officials indicating that additional cats could still be inside the home.
Animal rescue operations were expected to continue for several days due to the number of animals reportedly living in the residence.
Neighbor Describes Persistent Odor
Neighbors said they had noticed unusual conditions at the property long before authorities arrived.
One nearby resident told local media that a strong odor regularly came from the house.
“Every time I would walk by, it would smell really bad, kitty litter and everything, and a horrible stench every time you would walk. You could smell it from across the street,” neighbor Vex Holmquist said.
The neighbor also said they rarely saw the family outside.
“I’ve seen one kid, I think, play with their neighbor. That’s about it. I’ve never actually seen the people come out or anything.”
Parents Face Multiple Criminal Charges
Following the investigation, Thomas and Megan Bach were charged with endangering the welfare of a child, recklessly endangering another person, criminal conspiracy, possession of an instrument of crime, and possession of an offensive weapon, according to authorities.
Officials have not released additional details regarding the alleged threats that prompted the original FBI search warrant, and both the Philadelphia Police Department and the FBI had not publicly commented further on that portion of the investigation.
The allegations outlined in the criminal charges remain accusations, and the defendants are presumed innocent unless proven guilty in court.
