Rogers, Arkansas — What began as one of the happiest days of Officer Fred Marsh’s life ended in unimaginable tragedy after the 24-year-old Arkansas police officer lost his life while rescuing his newly engaged fiancée from a powerful river current.
Authorities and loved ones say Marsh had proposed to his girlfriend, Hailey, on Saturday morning, marking the beginning of a new chapter together. Just hours later, the couple joined friends for a canoe trip on Missouri’s Elk River, where the celebration took a heartbreaking turn.
Romantic Proposal Turned Into a Tragic Rescue
According to family members, the couple became engaged earlier that day before heading out on the river. Hailey’s mother, Sheryl Padgett, recalled the emotional moment her daughter accepted Marsh’s proposal.
“He proposed to my daughter on the day he passed away, early that morning, and he made her his fiancée,” Padgett told 40/29.
During the canoe trip, Hailey reportedly entered the river and began struggling against the strong current.
Without hesitation, Marsh and another Rogers police officer jumped into the water to help. Their efforts succeeded in bringing Hailey to safety, but as the rescue unfolded, Marsh was caught in the fast-moving river and swept away.
Despite rescue efforts, he did not resurface.
Loved Ones Remember a Man Who Always Put Others First
Marsh and Hailey had been together for three years, and those closest to them say they shared a deep and loving relationship. Padgett said she and Marsh developed a special bond after both experienced devastating personal losses.
“I lost my only son, four years ago, to a fatal accident in my hometown so we instantly made a connection and a bond. I called him son, and he called me mama,” she said.
For family members, Marsh’s final act reflected the compassionate and selfless person they knew throughout his life.
Community Honors Fallen Officer
On Monday, a motorcade carrying Marsh’s body traveled through Northwest Arkansas, where community members gathered along the route to pay their respects.
Funeral arrangements are being coordinated by his family, who expect a large number of law enforcement officers, former classmates and lifelong friends to attend the service.
Although Marsh had only recently begun his law enforcement career, those who knew him say he had already made a lasting impact.
He graduated from the Arkansas Law Enforcement Training Academy in April and was serving his first year with the Rogers Police Department.
Before becoming a police officer, Marsh also played baseball at Ecclesia College, where teammates remembered him as someone who always supported those around him.

As Hailey begins coping with the devastating loss of her fiancé, loved ones have organized support to help her navigate the difficult months ahead.
A GoFundMe created by her sister says Hailey is now facing significant financial responsibilities following Marsh’s sudden death.
“Due to this sudden loss, it has left Hailey in overwhelming need. With a new lease, bills, and more unforeseen expenses, it is now left all on her shoulders,” her sister wrote.
For many in Arkansas, Officer Fred Marsh will be remembered not only for his service in uniform but also for the extraordinary courage he displayed in his final moments—choosing to save the life of the woman he loved, even at the cost of his own.
