Rochester, New York — A New York mother and her boyfriend are facing murder charges after authorities alleged that a 2-year-old boy endured days of severe physical abuse before dying from catastrophic injuries.
Investigators say the child’s death followed what they described as “prolonged physical abuse,” and police have accused the pair of delaying medical treatment while providing an explanation detectives found entirely unconvincing.
Toddler Hospitalized After Being Found Unresponsive
According to the Rochester Police Department, Isaiah Jones, 2, was found unresponsive and seriously injured at an apartment complex on Dewey Avenue on May 10.
Firefighters and paramedics rushed the toddler to Rochester General Hospital, where doctors immediately noticed multiple bruises, bite marks, and other concerning injuries, according to court documents.
Despite medical efforts to save him, Isaiah died eight days later.
The Monroe County Medical Examiner’s Office later ruled his death a homicide, concluding that he died from non-accidental blunt-force injuries to the head. Investigators also determined he had suffered additional non-accidental trauma to other parts of his body.
Mother and Boyfriend Charged with Murder
Following a months-long investigation, police arrested India Duncan, 25, and Joshua Velez, 30. Both have been charged with second-degree murder in connection with Isaiah’s death.
According to investigators, the alleged abuse occurred between May 8 and May 10, while the child was in his mother’s care.
Court documents allege the pair recklessly engaged in conduct that caused Isaiah’s fatal injuries and delayed seeking medical treatment, although prosecutors have not publicly detailed every allegation contained in the investigation.
Authorities also allege that some of the injuries, including bite marks, were inflicted by the defendants.
Police Describe Horrific Injuries
Police Captain Frank Umbrino said detectives became suspicious almost immediately after arriving at the hospital. According to investigators, the child’s injuries were far more severe than initially suggested.
Officials said Isaiah suffered devastating head trauma, causing bleeding on the brain, along with numerous other injuries across his body.
Captain Umbrino described the injuries as “horrific” and emphasized the severity of what investigators encountered during the case.
Detectives Rejected Defendants’ Explanation
During the investigation, detectives questioned both Duncan and Velez about what had happened to the child. However, police said the explanations they received did not match the medical evidence.
Speaking about the interviews, Captain Umbrino said investigators found the couple’s account lacked credibility, stating that they failed to provide a truthful explanation for Isaiah’s injuries.
Authorities have not publicly disclosed a specific motive behind the alleged abuse.
When asked why someone would harm a young child, Umbrino responded that there is no explanation for such acts, calling the case heartbreaking.
Investigation Spanned Several Months
Police said the investigation involved multiple law enforcement agencies before charges were filed.
The suspects, who lived together at the Rochester apartment complex, were ultimately arrested by the U.S. Marshals Service earlier this week.
In a statement, the Monroe County District Attorney’s Office acknowledged the community’s grief while explaining that New York law limits the amount of information prosecutors can publicly release during an active criminal case.
Both Duncan and Velez are being held without bail at the Monroe County Jail and are scheduled to appear in court on Aug. 10. Like all criminal defendants, both are presumed innocent unless and until proven guilty in court.
