Hartford, Connecticut — A Hartford small business that was nearly devastated by a major flood earlier this year is celebrating a long-awaited comeback after months of repairs and rebuilding.
Refuge Tattoo and Taza Café officially reopened its doors on Friday, marking an emotional milestone for the owners, family members, and supporters who helped the business recover from a flood that left the property submerged in water and temporarily halted operations.
The reopening drew community members, friends, and local officials to Pratt Street, where many gathered to welcome the popular family-run business back to downtown Hartford.
Burst Pipe Triggered Major Flood Damage
The ordeal began in early February when a period of extreme cold caused a pipe to burst at the front of the business.
The break quickly led to extensive flooding, with approximately 10 inches of water pouring into the property and damaging much of the space.
For the owners, the scene was devastating.
“It was heartbreaking and it felt like everything we had worked for had just washed away,” said co-owner Yaritza Garrido.
The flood happened suddenly, leaving little time to react.
“I ran downstairs and I just saw black water everywhere,” Sienna Serrano recalled.
The damage forced the business to close while extensive cleanup and repairs were carried out.
Family Refused to Give Up on Their Business
Despite the challenges, owners Jose Serrano and Garrido said they never considered abandoning the business they had spent years building.
Instead, they focused on rebuilding and finding ways to emerge stronger than before.
Over the following months, the family worked tirelessly to restore the space, replace damaged materials, and prepare for reopening.
Their daughters also became part of the recovery effort, helping with cleanup and supporting the family throughout the rebuilding process.
The experience tested the family’s determination, but it also reinforced their commitment to the business and the community that supported them.
Rebuilding Created an Opportunity for Growth
While the flood caused significant setbacks, the owners said the unexpected pause also gave them an opportunity to reflect on the future of their business.
Rather than simply restoring what was lost, they used the time to rethink their goals and vision.
“We were able to take a step back and really hone in on what we wanted to say as a business and what we want to put forward, and so I think we have done a good job,” Garrido said.
The result is a refreshed space and renewed enthusiasm as the business prepares for a busy summer season.
Having been open for nearly two years before the flood, the owners now hope to continue building on the foundation they created before disaster struck.
Community Celebrates a Hartford Success Story
The reopening also served as a reminder of the resilience often shown by small business owners when facing unexpected challenges.
Hartford Mayor Arunan Arulampalam praised the owners for persevering through circumstances that could have permanently closed many businesses.
“This is the thing that makes the city great,” Arulampalam said.
He added that the owners demonstrated remarkable determination throughout the recovery process.

“They overcame something that would have collapsed other small businesses,” Arulampalam said.
For supporters who watched the rebuilding effort unfold, Friday’s reopening represented much more than a return to normal operations.

Although reopening day marked the end of a difficult chapter, Garrido said she views the moment as the beginning of something new.
Rather than seeing the event as the finish line after months of hard work, she believes it represents an opportunity to move forward with renewed purpose and energy.
“Where it could feel like a finish line, I almost feel like it’s a starting point,” Garrido said.
As customers return and summer events approach, Refuge Tattoo and Taza Café are looking ahead with optimism, proving that even after significant setbacks, small businesses can find a way to rebuild and thrive.
