Escambia County, Florida – A 9-year-old girl in Escambia County, Florida, is now recovering after investigators say she endured months of severe abuse and neglect at the hands of her father and stepmother.
Authorities allege the child was starved until she weighed just 45 pounds, confined to a mostly empty bedroom with a metal chain securing the door from the outside, and isolated from school, friends, and normal childhood experiences. The disturbing allegations surfaced after doctors noticed her dramatic condition during a hospital visit that ultimately launched a criminal investigation.
Florida Couple Accused of Severe Child Abuse and Neglect
According to the Escambia County Sheriff’s Office, Justin Patrick Redd, 33, and Brittney Michelle Redd, 28, have each been charged with aggravated child abuse, child neglect causing great bodily harm, and failing to require school attendance.
The investigation began in late December 2024 after the girl was admitted to a local hospital suffering from blood in her urine and severe malnutrition before being transferred to a specialty children’s hospital in Gainesville for further treatment.
Doctors described the child as extremely thin, malnourished, and suffering from muscle atrophy, bruising, and dry, scaly skin linked to malnutrition.
Child Described Living Conditions to Medical Staff
While receiving treatment, the girl told doctors and investigators that she had lived with her father and stepmother after he gained custody in 2023.
According to investigators, she said she was locked inside her bedroom using a metal chain on the outside of the door and was often forced to wear only a pull-up diaper. She reportedly told authorities she was generally fed oatmeal twice a day, with canned beans served only occasionally.
Investigators also allege she was not allowed to eat the same meals as the rest of the family.
The child further claimed she had limited access to a bathroom because her bedroom remained locked, causing her to soil herself. She said she was then forced to take cold showers before being instructed by her stepmother to “shake off like a dog” because there was no towel available.
She also reported sleeping on the floor without a blanket, being prevented from celebrating birthdays or holidays, and being told she was a danger to others and a thief. Investigators said she believed cameras constantly watched her room, although none were found during the investigation.
Medical Records Contradicted Parents’ Claims
Investigators said the couple insisted the girl suffered from significant behavioral and medical issues, claiming she refused food, harmed herself, and struggled with bathroom problems.
However, detectives reported that medical records repeatedly contradicted those explanations.
Hospital staff observed that the girl consistently asked for more food and ate everything she was given. During several hospital stays, she gained weight quickly after being removed from the home, including about 19 pounds during a two-week hospitalization following her December admission.
Investigators said those rapid improvements strongly suggested her condition was not caused by an underlying eating disorder.
School Records Raised Additional Concerns
Detectives also reviewed school records that they say undermined the parents’ account.
Although Justin Redd reportedly claimed doctors recommended removing the girl from school, investigators found no medical documentation supporting that claim.
Instead, records showed he withdrew her from school in May 2024, and she was not re-enrolled until after her hospitalization.
Teachers described the girl as a typical third-grade student who regularly finished her meals at school and displayed none of the serious behavioral or eating issues later described by the couple.
Investigators also allege the defendants missed 14 scheduled medical appointments while the child’s condition continued to worsen.
Girl Recovering While Defendants Await Court
After leaving the hospital in January 2025, the child was placed with another family member.
By March, investigators said she had nearly doubled her weight, her blood test results had returned to normal, and she had successfully returned to a traditional classroom, where teachers described her as sweet, shy, and eating normally.
Justin Patrick Redd and Brittney Michelle Redd have both pleaded not guilty to all charges. They remain in the Escambia County Jail while awaiting their scheduled July 31 arraignments.
As the case moves through the court system, it continues to raise difficult questions about child welfare, oversight, and the warning signs that may have gone unnoticed.
