Mooresville, North Carolina — A 23-year-old North Carolina man is facing a first-degree murder charge after police say he fatally shot his 19-year-old girlfriend while she was driving on Interstate 77 following hours of text messages in which he allegedly pressured her to participate in a murder-suicide pact.
Investigators say newly released details paint a disturbing picture of an abusive relationship that escalated into deadly violence on a busy highway.
Police Say Shooting Happened While Victim Was Driving
According to the Mooresville Police Department, officers responded to reports of a shooting on the Interstate 77 Exit 35 ramp shortly after 4:30 p.m. Sunday.
When officers arrived, they found a black Kia stopped on the roadside with four apparent bullet holes originating from inside the vehicle.
Inside were J’Kobe Tre’shon Ramseur, 23, and Justice Wells, 19, both suffering from gunshot wounds.
Police allege Ramseur pulled out a handgun while Wells was driving, triggering a violent struggle inside the moving vehicle. Investigators believe Wells attempted to defend herself as the shots were fired.
Dashcam Video Captured Car Swerving Across Highway
Police Chief Ron Campurciani said dashcam footage from another vehicle showed the Kia swerving wildly across the roadway moments before it came to a stop.
According to the chief, the vehicle became so unstable that one of its tires came off during the incident. Investigators believe Wells was shot in the head, with one bullet traveling through the driver’s side window.
Campurciani said the locations of the remaining bullet holes strongly suggest the pair were struggling over the weapon while the vehicle was still moving.
He told reporters the evidence indicates Wells was likely trying to wrestle the gun away as multiple shots were fired.
Investigation Focuses on Text Messages
Authorities said the couple had experienced an on-again, off-again relationship marked by previous reports of domestic violence in neighboring counties.
According to investigators, Ramseur began sending Wells a series of text messages around midnight Sunday while she was working an overnight shift.
Police said the messages continued throughout the morning before Ramseur allegedly introduced the idea of a murder-suicide pact around 8 a.m.
Investigators further allege he repeatedly pressured Wells to pick him up, with the last known message sent around 2:30 p.m., roughly two hours before the shooting.
Based on the recovered messages, Campurciani described Ramseur as being obsessed with Wells.
He said the communications reflected an attitude of “if I can’t have you, nobody’s going to have you.”
Murder Charge Upgraded After Victim’s Death
Both Ramseur and Wells were transported to Carolinas Medical Center with life-threatening injuries.
Police said Ramseur suffered a self-inflicted gunshot wound to the temple and remains hospitalized.
Wells died from her injuries on Wednesday, prompting prosecutors to upgrade Ramseur’s charge from attempted first-degree murder to first-degree murder.
Authorities also noted that Ramseur is known to law enforcement in multiple North Carolina counties and is a suspect in another ongoing investigation, though officials declined to release additional details.
Police Chief Issues Warning About Domestic Violence
Following the case, Chief Campurciani delivered an emotional message urging victims of domestic violence to take warning signs seriously.
Speaking as the father of two daughters, he said abusive behavior rarely improves over time and warned that violence often escalates if left unchecked.
He encouraged anyone experiencing abuse to recognize early warning signs and seek help before situations become more dangerous.
The investigation into the fatal shooting remains ongoing as authorities continue gathering evidence.
