Volusia County, Florida — A Florida man is facing multiple felony charges after authorities accused him of subjecting two children to what investigators described as extreme abuse and neglect, including forcing a 12-year-old boy to live in a detached laundry room without air conditioning during Florida’s intense heat.
The allegations have sparked outrage after investigators detailed the conditions the children reportedly endured for an extended period.
Florida Man Accused of Subjecting Children to Extreme Abuse
According to the Volusia County Sheriff’s Office, 42-year-old William Conner was arrested and charged with two counts of child abuse and two counts of child neglect following an investigation into the treatment of a 12-year-old boy and a 14-year-old girl.
Volusia County Sheriff Mike Chitwood strongly condemned the allegations in a public statement, writing that “The year’s not over but this P.O.S. is on track to be ‘Scumbag of the YEAR.'”
Investigators say the 12-year-old boy was the primary target of Conner’s alleged abuse.
Boy Allegedly Forced to Live in Laundry Room Without Air Conditioning
Deputies allege that Conner forced the boy to live inside a detached laundry room that had no air conditioning, despite the high temperatures common in Florida.
According to investigators, the child had to use a bucket as a toilet because he was not allowed access to normal bathroom facilities.
Authorities also allege that the boy was deprived of adequate food and water, creating what investigators described as deeply disturbing living conditions.
Investigators Describe Disturbing Allegations
The sheriff’s office says the abuse extended far beyond poor living conditions.
According to deputies, the boy reported being fed food contaminated with animal feces and was allegedly given drinking water mixed with urine.
Investigators said that when the child realized what he had consumed, he vomited.
Deputies further allege that Conner laughed after the boy became sick.
The investigation also found that the suspect sometimes forced the boy to remain awake throughout the night, allegedly playing loud audio inside the laundry room to torment him whenever he attempted to fall asleep.
Authorities say the 14-year-old girl was also subjected to some of the same abusive treatment, although investigators identified the younger boy as the primary victim.
Child Protection Investigation Led to Arrests
The investigation began in May after the Florida Department of Children and Families referred the case to the Volusia County Sheriff’s Office.
After gathering evidence and establishing probable cause, deputies arrested Conner on Thursday.
Authorities also arrested 33-year-old Samantha Lucas, who now faces two counts of child neglect in connection with the case.
Officials have not released additional details regarding her alleged role beyond the charges filed.
Children Removed From Home as Court Proceedings Begin
According to the sheriff’s office, both children have been removed from Conner’s custody and are no longer living in the home. Court records indicate that both Conner and Lucas have posted bond following their arrests.
Conner is scheduled to appear in court on Aug. 11, while Lucas is expected to be arraigned on Aug. 18 as the criminal case moves forward.
The investigation remains ongoing as prosecutors prepare to pursue the charges filed against both defendants.
